Regular meeting of the Otselic Town Board on October 10, 2023, 7:00 p.m., Town Hall, South Otselic, New York
Present: Marjorie Davis, Supervisor; Sadie Allen, Charles Bishop, Jr., Darryl Fox and Jay Graham, Town Council; Louise Perry, Town Clerk
Also present: Christopher Freeman, Code Enforcement Officer; Michael Foor-Pessin; Carlton Stark and family members; Brian Franklin; Allison Miller
Carlton Stark addressed the board on three matters: questioning the assignment of Equivalent Dwelling Units (EDUs) for the water district capital improvement and his business being assigned one EDU; does not agree with the Town’s plans to establish a planning board; and proposed a bill to protect the valley water, air, history, property values and taxpayer money.
Motion by D. Fox and seconded by J. Graham to approve the minutes of the September 12, 2023 meeting. CARRIED
Councilman J. Graham has heard from people who live outside the water district that are concerned they will be charged for the upcoming water improvement project. Only properties within the South Otselic Water District will be responsible for the cost of the project.
Motion by J. Graham and seconded by C. Bishop, Jr. to renew the website through Wix for 2 years for a savings of $102.72. CARRIED
Code Enforcement Officer C. Freeman has been receiving lots of calls regarding property sales including a sub-division in Otselic, has a couple septic permits in process and people building without permits were turned over to the Chenango County Code Enforcement.
The South Otselic Water District Advisory Board has prepared a draft of a water policy document. Board members can review this draft and discuss any changes at the next meeting. Councilman D. Fox reported that there are 16 meters not working. He will try to repair some with available parts. Others will be replaced when all new meters are installed.
Brian Franklin was present to discuss his interest in the Dog Control Officer position. Motion by S. Allen and seconded by C. Bishop, Jr. to appoint Brian Franklin for Dog Control Officer at an annual salary of $2,200 + mileage. CARRIED
Motion by D. Fox and seconded by J. Graham to not change the senior citizen income level for exemption on the 2024 assessment roll. CARRIED
Resolution #12-2023 AUTHORIZING LEVY OF PAST DUE WATER RENT IN THE SOUTH OTSELIC WATER DISTRICT AGAINST PROPERTIES IN SAID DISTRICT

WHEREAS, Louise Perry, Collector, South Otselic Water District, has transmitted to this board a statement showing unpaid water charges against certain properties briefly described in said statement, and
WHEREAS, it has been requested that unpaid water rent be levied against said properties,
NOW THEREFORE BE IT RESOLVED, that the unpaid water rent (October 27, 2023) be levied against the premises thereinafter described upon which said water was used. Such amounts to be levied with the 2024 town & county taxes are as follows:

Motion by D. Fox and seconded by J. Graham to convert six days of the mileage currently being paid to Keith White, SOWD Supt., to Christopher Freeman during his apprenticeship for the water district position, retroactive to two weeks ago. CARRIED.
Councilman D. Fox has also started his apprenticeship as they both completed the water operator certification course.
Motion by J. Graham and seconded by C. Bishop, Jr. to schedule a budget work night to work on the 2024 budget on October 24, 2023, 6:00 p.m., at the Town Hall. CARRIED
Councilman D. Fox will do some research on the cost of a town bookkeeper. There was a discussion about the progress on the past years AUDs. D. Fox is concerned because completing them is very important for the progress of the water project. He requested a progress report on the AUD (Annual Update Document) reports.
