Otselic Town Board meeting minutes-December 12, 2023

Regular meeting of the Otselic Town Board on December 12, 2023, 7:00 p.m., Town Hall, South Otselic, New York

Present: Marjorie Davis, Supervisor; Sadie Allen, Darryl Fox and Jay Graham, Town Council; Louise Perry, Town Clerk

Absent: Charles Bishop, Jr., Town Council

Also present: Steven Forrest, Highway Superintendent; Allison Miller, Town Council-elect


Minutes from the November 14, 2023 regular meeting and public hearing were distributed. Motion by D. Fox and seconded by J. Graham to approve the minutes. CARRIED


Clerk Perry reported that she received an email from Commerce Chenango looking for photos or videos featuring the Town of Otselic to be used for tourism and promotional purposes.


The Town received a donation from Tammy Hamlin for use of the park pavilion. A donation was also received from the George Tucker Trust for the youth recreation program.


D. Fox received a copy of the recently completed Town of Georgetown Comprehensive Plan. He stated that the Town of Otselic needs a Planning Board to complete a plan.


A. Miller suggested more fund raising for the Town’s recreation program. She has noticed that requests for funding are last minute and uniforms and equipment are often lacking.

Recreation Director Thomas Neal handles all the sponsorships and has a separate account for soccer, baseball and basketball recreation programs.


HydroSource has been working on locating a site for the new well. Engineer Jack Dodson attended the last South Otselic Water District Advisory Committee meeting on November 16. He suggested an addendum to the water policy being developed to include how the EDU (Equivalent Dwelling Unit) assignments were determined. D. Fox also suggested that the policy include a section under termination of service regarding tampering. Wording also needs to be added stating that service from the curb to the water recipient is the responsibility of the property owner but the installation must be approved by the water district. A lead and copper survey is required in 2024 but may be delayed due to the improvement project in progress.


Clerk Perry has applied the EDU charges to all water district accounts. She presented a draft bill for property owners without water service to be charged for EDUs. The Board approved the draft with the addition of the property owner’s name.


Edward Lawton, who was assisting the Town with any computer issues, passed away recently. Supv. Davis is looking for suggestions for someone else to fill this position.


Supv. Davis is interested in purchasing the surplus computer tower from her office. Motion by S. Allen and seconded by D. Fox to donate the computer to Supv. Davis. CARRIED 4-0, 1 abstain M. Davis


The final meeting for 2023 was scheduled for December 28, 6:00 p.m., at the Town Hall. The regular monthly meeting and organizational meeting for 2024 will be held on January 9 at 7:00 p.m.
