Special Meeting of the Otselic Town Board and South Otselic Water District Advisory Committee on March 9, 2023, 7:00 p.m., Town Hall, South Otselic, New York

A legal notice “Request for Qualifications” was published in the Evening Sun for 5 days. Only one response was received from Dodson & Associate. A committee member spoke with Barton & Loguidice but they were not interested as they are working on larger projects. Another committee member spoke with Engineer Aaron LaHart who also was not interested in this project. Chenango County Attorney Zachary Wentworth stated that the Town could proceed with the one applicant following the legal notice publication.
Jack Dodson was present to be interviewed by the Town Board and committee members for the proposed water district improvement project. Engineering costs are approximately 15% of the project cost.
Jack would be responsible for getting bids to contractors, probably in February. Bids would have to meet time limits for project completion. Jack would also collect payment applications which would be forwarded to the Town.
Well drillers can be hard to find but Jack has a driller he uses. Ownership and control of the land for the 4th well is important. DEC will be involved in issuing permits for the well. Susquehanna River Basin has replied that they will not be involved. There will be full-time construction supervision. There will be monthly progress meetings.
Because there is a historic district in South Otselic, archeological studies will be required. Sometimes this results in having to re-direct water lines.
The Army Corp of Engineers and NYS DEC would issue permits to cross the streams.
One response to SEWQ review was regarding the endangered species to be considered: the Bald Eagle and the Monarch Butterfly.
The project will only cover service to the curb. Candace Balmer from RCAP Solutions may be able to obtain funding to bring the service to the homes.
A public informational meeting should be planned for April.
Bonding should be attained before finalizing the engineer agreement.
There will be multiple contracts for the different parts of the project: well drilling, tank repairs, water main installation, electrical, etc.
