HEAVY MOTOR EQUIPMENT OPERATOR
 

The Town of Otselic is seeking qualified candidates for the position of Heavy Motor Equipment Operator. This is a full-time position reporting to the Town Highway Superintendent.

 

DISTINGUISHING FEATURES OF THE CLASS
Positions with this job title are in the Chenango County Department of Public Works and in various towns and villages throughout Chenango County. The work involves responsibility for the safe and efficient operation of a variety of specialized heavy equipment used in:

  • Road and bridge maintenance and construction projects

  • Snow and ice removal

  • Refuse removal

  • Other public works activities
     

The incumbent is required to perform recurring manual tasks related to equipment operation and other Laborer duties when not operating equipment. This class differs from Motor Equipment Operator due to the more complex nature of the equipment operated, requiring greater skill and increased responsibility for the safety of others.

Incumbents perform duties in all weather conditions, including extreme heat and cold, and may be required to work additional hours to:

  • Perform snow and ice removal

  • Conduct emergency storm damage cleanup

  • Haul leachate

  • Complete other necessary departmental activities
     

Duties vary by municipality. Work is performed under general supervision in accordance with established policies and procedures.

The incumbent may serve as a lead worker over a group of:

  • Laborers

  • Light Motor Equipment Operators

  • Motor Equipment Operators
     

Performs related work as required.

 

TYPICAL WORK ACTIVITIES (Illustrative Only)

  • Operates bulldozers, excavators, gradalls, graders, loaders, pan-scrapers, paint machines, pavers, tractor trailers, bucket trucks, and other heavy equipment used in road and bridge construction, maintenance, and public works projects.
     

  • Operates heavy equipment to:

    • Cut banks

    • Cut and fill ditches

    • Strip gravel pits

    • Remove stumps

    • Move and load refuse, soil, stone, gravel, and other construction materials
       

  • Operates snow removal equipment, including:

    • Plows

    • Heavy trucks

    • Graders
       

  • Operates trucks or tractor trailers to haul:

    • Refuse

    • Stone

    • Fill

    • Gravel

    • Supplies
       

  • Performs routine maintenance, oil changes, and minor mechanical repairs on assigned equipment.

  • Keeps equipment clean.

  • Performs manual tasks related to equipment operation, including:

    • Fueling equipment

    • Loading and unloading trucks
       

  • Performs various manual labor duties, including:

    • Shoveling asphalt

    • Cutting and clearing trees and brush

    • Flagging traffic

    • Installing guardrails

    • Installing road signs

    • Bridge repair and replacement

    • Culvert repair and replacement
       

  • Attends required safety and work-related training programs.

  • Performs Laborer duties as assigned.

  • May serve as a lead worker over Laborers, Light Motor Equipment Operators, and Motor Equipment Operators.

  • May occasionally operate a screening plant.


FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Knowledge

  • Good knowledge of the operation and maintenance of heavy or specialized automotive and construction equipment.

  • Good knowledge of safety procedures related to heavy equipment operation.

  • Good knowledge of the geographic layout of Chenango County, including road names, numbers, and locations.


Abilities

  • Ability to operate a variety of heavy equipment.

  • Ability to work outdoors in all weather and environmental conditions, including extreme temperatures.

  • Ability to be available for:

    • Snow and ice removal

    • Emergency storm cleanup

    • Hauling leachate

    • Other departmental activities

  • Ability to work overtime.

  • Ability to supervise the work of others.

  • Ability to perform minor mechanical repairs.

  • Ability to follow oral instructions.

  • Ability to sit for extended periods.

  • Ability to lift and carry loads up to 50 pounds.

  • Ability to see both near and far with accurate depth perception.

  • Ability to speak clearly.

  • Mechanical aptitude.

  • Initiative.

  • Ability to perform the essential functions of the position with or without reasonable accommodation.

 

MINIMUM QUALIFICATIONS

Candidates must meet one of the following requirements:

Option A

One year of full-time paid experience (or part-time equivalent) operating heavy automotive equipment.

OR

Option B

Two years of full-time paid experience (or part-time equivalent) operating any type of automotive equipment.

 

SPECIAL REQUIREMENTS

1. Commercial Driver's License (CDL)

At appointment and throughout employment, the employee must possess the CDL required for the position:

  • Valid New York State CDL-B, or

  • Valid New York State CDL-A
     

2. Endorsements

The appointing authority may require certain employees to possess and maintain:

  • N Endorsement (Tank Vehicle)

  • X Endorsement (Tank Vehicle and HazMat)

3. Driving Record

At appointment and throughout employment, the employee must maintain a driving record acceptable to the municipality's insurance carrier.
